Manuscript plan of the port of Cherbourg drawn up and signed "pour Copie conforme" by J. Bergere, Battalion Commander, Head of the Engineering Office and Approved by Charles.
Also bears the following handwritten inscription: "Par le roi. Le Ministre Secrétaire d'Etat de la Guerre Signée M.is de Clermont-Tonnerre. (16 août 1826)".

Gaspard de Clermont-Tonnerre was Minister of the Navy and Colonies until August 3, 1824. He sent Hyacinthe de Bougainville on an expedition around the world from 1824 to 1826 aboard the Thétis and the Espérance. A few days after leaving the Ministry of the Navy, he became Minister of War until January 4, 1828.
During his ministry, he improved the organization and administration of the armies.
